PROGRAM BACKGROUND
The US Army, Integrated Fires Mission Command Project Office has identified a need to procure CLET Pumps, Part Number 11463449-2 / NSN 6105-01-224-5813 and Part Number 11463449-3 / NSN 6105-01-599-6729 (or comparable alternatives meeting fit, form, and function).
The Defense Contract Management Agency (DCMA) may conduct a pre-award survey of the contractor’s facility to determine the capability to successfully fulfill the requirements of this contract. To minimize risk to the PATRIOT program, Product Acceptance, Physical Configuration Audit, and Production Qualification Testing may be required.
The Technical Data Package (TDP) for this procurement is available at this time. The Government has unlimited rights to the TDP and will provide the TDP to vendors that request it or respond to this RFI whom the Government deems technically capable.
REQUIRED CAPABILITIES
The Government requires manufacturing for US and FMS PATRIOT Cooler Liquid CLET Pumps, Part Number 11463449-2 / NSN 6105-01-224-5813 and Part Number 11463449-3 / NSN 6105-01-599-6729 to upgrade and maintain the US/FMS PATRIOT Radar Fleet. The intent of this RFI is to assess the state of the technology available in CLET Pump products that could be applied to meet this requirement. The Government envisions a solution for CLET Pumps that meets the following operational and program requirements:
Interested sources need to demonstrate the technical capability, corporate knowledge and experience of providing all hardware, facilities, equipment, technical expertise, planning, management, manufacturing, testing and repair efforts to include all incidental services to produce the CLET Pumps for the US Army and its FMS customers.
As stated above, if proposing a comparable alternative that meets fit, form, and function, the vendor must be able to provide design data for Government review prior to any contract award consideration.
Non-Developmental Item. The CLET Pump should be a non-developmental item to the maximum extent possible.
Maintenance, Inspection, and Repair. The Government desires a system with minimal maintenance and inspection requirements at the organizational level. The system should also be easily repairable for deployed units.
SPECIAL REQUIREMENTS
ELIGIBILITY
The applicable NAICS code for this requirement is 336415 with a Small Business Size Standard of 1250 employees. The Product Service Code is 1425.
SUBMISSION DETAILS
Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11-inch pages, font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this technical description. Documentation should be in bullet format. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release.
Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the International Program Manager, Karen Rivera, [email protected], in either Microsoft Word or Portable Document Format, via email no later than 12:00 p.m. Central Time no later than 35 days after the RFI release. The Government will make the following available for sources requiring the TDP for assessment prior to responding to the RFI;
1. TDP Request Window, 2 weeks after RFI publishing to request the TDP.
2. The Government will have 5 days to provide the TDP.
3. Interested Sources will have 2 weeks after receiving the TDP to respond.
