This requirement is a 100% Small Business Set-Aside (SBA) conducted using simplified procedures for commercial products and services. The project entails an all-or-nothing procurement of a complete system including an Impact Innovation EvoCSII Cold Spray Machine, a Fanuc M-710iC/50 Industrial Robot, a nitrogen supply system, an argon fire suppression system, a HiWatch HR2 Particle Measurement System, and a ReliaCoat In-Situ Coating Property (ICP-8) Sensor. This acquisition is classified under NAICS code 334519, Other Measuring and Controlling Device Manufacturing, and PSC 4933, Weapons Maintenance and Repair Shop Specialized Equipment. This is strictly a brand name requirement for the specified equipment components; substitute or "equal" items are not permitted and will render a quote ineligible. The government intends to award a contract without interchanges based on initial quotations that provide the best price and technical terms. Contractors are advised that installation may be delayed up to 18 months following the award to accommodate civil engineering reviews and approvals for infrastructure alterations at the site.
The place of performance is located in South Coffeyville, Oklahoma. While the current response deadline is May 22, 2026, the government has indicated that a final offer due date will be established following a question-and-answer period ending May 21, 2026.
