The Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract with Ovid Technologies, Inc., to provide an on-line subscription service for the Department of Veterans Affairs, Pharmacy Benefits Management, Hines Illinois, including but not limited to the following databases: PubMed, DARE, Cochrane, EMBASE, ACCP Journal Club, CCR and medical journals with no embargo on access to articles, Evidenced Based Medicine & Ovid User License (Online). NAICS 511120 will be used for this acquisition and the Government believes that Ovid Technologies, Inc., is the only manufacture that can satisfy the agency requirements. Therefore, the Government intends to proceed with a sole source procurement for the required supplies and/or services. This procurement is being conducted in accordance with FAR 6.302 -1 only one responsible source and no other vendor will satisfy agency requirements. To the best of our knowledge, Ovid Technologies, Inc., Norwood, Mane is the only source that provides the above indicated items and features. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet these requirements may give written notification to the Contracting Officer by March 29, 2010 - 2:00 P.M. C.S.T.. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements.
