The purpose of this acquisition is for INSCOM to establish an enterprise approach for providing responsive, competitive acquisition of services for current and future Army Intelligence, Security, and Information Operations requirements and related support services. These services cover four functional areas: 1) Intelligence and Security through collection, analysis, and production of intelligence information, 2) Information Operations, 3) Mission Support services for management of operations, facilities and logistics, training, and intelligence systems; and 4) Sustainment services including business functions for program administration, resource management, requirements analysis, and force planning. IDIQ contracts will be awarded to an UnRestricted Competition Pool solicited under a Full and Open competition and a Restricted Competition Pool (RP) solicited as a partial small business set aside of the total GI requirement. The RP awardees are subject to a contract-ceiling equal to 30% ($2.16 Billion) of the total value of the procurement of $7.2 Billion. The Government reserved the right to award a single contract, multiple contracts, or no contract at all. GI will serve as the command's enterprise approach for the acquisition of intelligence and associated support services. Work location will be determined with each task order. The requirement was solicited through FedBizOps, receiving robust competition from industry. The U.S. Army Intelligence Security Command, Fort Belvoir, VA, is the contracting activity.
