The United States Energy Information Administration (EIA), Washington D.C. 20585. This is a Sole Source synopsis published for informational purposes only. This proposed action is for the procurement of an annual subscription from IHS Global, Inc. to receive access to the oil and gas production, well, and geologic data. IHS is the only known supplier of this comprehensive information. The anticipated base period of performance is January 15, 2016 to January 14, 2017. There are two, one-year option periods. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2)(ii)(B) ? Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 519130, Internet Publishing and Broadcasting and Web Search Portals. The business size standard for NAICS 519130 is 500 employees. The proposed source is IHS Global, Inc., 15 Inverness Way East, Englewood, CO 80112. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 8:00 am Local (Washington D.C.) Time, January 13, 2016. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This sole source contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to 41 U.S.C. 3304(a)(1) and FAR Part 6 for the aforementioned requirement based on the application of FAR 6.302-1(a)(2)(ii)(B). Only one source is capable of providing the supplies or services required at the level of quality required because the supplies, or services are unique, or highly specialized.
