Brand Name National Stock Numbers: Industry Feedback Request
The General Services Administration (GSA) Federal Acquisition Service (FAS) Supply Chain Management Contracting Division is conducting a continuous Request for Information (RFI) to gather feedback on Brand Name National Stock Numbers (NSNs). This market research verifies whether technical requirements in Item Purchase Descriptions (IPDs) are exclusive to specific manufacturers or if suitable substitutes exist. This process ensures brand-name designations remain compliant with Federal Acquisition Regulation (FAR) Part 10. The RFI is open until February 12, 2027. Feedback is submitted using a designated Excel template, and any identified substitutes require supporting technical documentation. Submissions must follow specific naming conventions, including labeling every page of technical literature with the associated NSN. The attachment package includes updated NSN lists for commodities such as office equipment, toner, ink, shredders, and military working dog food. A Justification for Other Than Full and Open Competition (JOFOC) establishes the legal framework for these restrictions, citing a 10-year cost estimate of approximately $595 million. The GSA Supply Chain Management Contracting Division (SCMCD) is using this continuous RFI to validate Brand Name (BN) designations for thousands of National Stock Numbers (NSNs). The GSA Supply Chain Management Contracting Division (SCMCD) is validating Brand Name (BN) designations for thousands of National Stock Numbers (NSNs) to ensure compliance with FAR Part 10.
