Quote Submission must confirm that all services will be provided as requested with a breakdown of cost and that
the Quoter does not take any exceptions to the SOW requirements in their entirety.
It is intended to solicit to Fleet Logistics Center Pearl Harbor’s bus service BPA holders and award a firm-fixed

technical acceptability and price. An award shall be made to the responsible quoter(s) submitting a technically

******* End of Combined Synopsis/Solicitation ********
The NAVSUP Fleet Logistics Center Pearl Harbor has issued a combined synopsis/solicitation, identified by solicitation number N0060426Q4042, for charter bus services in support of the USS Theodore Roosevelt (CVN 71). This requirement involves providing five buses, each capable of transporting between 58 and 63 passengers, including drivers. The performance is divided into two phases at Joint Base Pearl Harbor-Hickam: the first from June 23, 2026, through July 6, 2026, and the second from July 28, 2026, through August 1, 2026. This procurement is categorized under NAICS code 485510, Charter Bus Industry, and PSC V222, Transportation/Travel/Relocation- Travel/Lodging/Recruitment: Passenger Motor Charter.
This is a competitive, unrestricted action with no set-aside designated. The government intends to award a firm-fixed-price call order to the responsible quoter whose submission is technically acceptable and provides the best value. To be considered technically acceptable, vendors must demonstrate the ability to provide the required buses and drivers for all dates and times specified in the statement of work and the RIMPAC bus schedule. Evaluation will prioritize the quoter capable of fulfilling the entire schedule; however, if no single quoter can meet all requirements, the government will conduct a comparative analysis of hourly pricing to determine the best value.
Responses are due by June 2, 2026, at 12:00 PM HST. Quote submissions must include a detailed price breakdown for each element and confirmation that all services will be provided without exception to the statement of work. Payment for these services will be made via Government-wide Commercial Purchase Card. The solicitation includes six attachments: a combined synopsis document, a statement of work, a bus schedule, a route map, a list of provisions and clauses, and a bid sheet. The primary point of contact for this requirement is Randee-Lee Mousser.
