5. GOVERNMENT POINTS OF CONTACT (POCs)
The Mission & Installation Contracting Command Theater Support Center, on behalf of the 3d U.S. Infantry Regiment (The Old Guard), is soliciting proposals for the design, development, and delivery of a prototype Caisson Wagon under solicitation W51EW7-26-R-A010. This requirement addresses a critical capability deficiency caused by an aging fleet used during daily memorial affairs operations at Arlington National Cemetery. The Army intends to award a single firm-fixed-price agreement using Other Transaction Authority for Prototypes pursuant to 10 U.S.C. § 4022. Successful completion of this prototype project may result in a non-competitive, sole-source follow-on production agreement for additional wagons.
The opportunity is classified under NAICS 336999 All Other Transportation Equipment Manufacturing and PSC 2590 MISCELLANEOUS VEHICULAR COMPONENTS. Although open to all businesses, an award may only be made if all significant participants are small businesses or nontraditional defense contractors. Performance is located in Arlington, Virginia. Proposals must be submitted electronically via email by July 13, 2026, at 3:00 PM ET. Submissions must be comprehensive and follow the specific instructions and requirements outlined in the provided RPP documentation.
