Notice of Intent to Sole Source - Acquisition of a Level D 747-8i Full Motion Simulator
Acquisition of a Level D 747-8i Full Motion Simulator
The United States Air Force, AFLCMC/WVB, intends to award a sole-source, firm-fixed-price contract to CAE USA Inc. for the acquisition of one dedicated, FAA Level D certified 747-8i Full Flight Simulator. This mission-essential requirement, identified under solicitation number FA8641-26-R-B001, involves the procurement, delivery, and installation of a simulator featuring a 6-DOF motion system, visual and sound systems, and an exact 747-8i cockpit replica. The scope includes site surveys, facility evaluations, operational hardware and software compliant with Department of Defense cybersecurity standards, initial training courseware, and flight instruction.
The planned acquisition is classified under NAICS 336413, Other Aircraft Parts and Auxiliary Equipment Manufacturing, and PSC 6930, Operation Training Devices. Market research indicates that CAE is the sole global manufacturer of commercial Level D certified 747-8 simulators, and the government has determined that utilizing the original equipment manufacturer is necessary to avoid unacceptable risks to cost, schedule, and mission-essential training. There is no set-aside designated for this action, which will be executed at Joint Base Andrews and St. James, Maryland.
The estimated performance period includes 24 to 36 months for delivery and installation, followed by a 12-to-18-month period for support and maintenance, including spare parts and software updates. Although this special notice is not a request for competitive proposals, the Air Force will consider capability statements or quotations submitted by responsible sources through June 17, 2026. The justification and approval document for this sole-source action will be published following the contract award.

Period of Performance (PoP): Delivery and installation is estimated at 24-36 months from contract award, followed by a 12-18 month support and maintenance PoP.
3. Justification for Sole Source
CAE is the only responsible source capable of fulfilling this requirement. Extensive market research, including a Sources Sought Notice (SSN ID: F4FDWL-26-R-0001) posted in December 2025, confirmed that CAE is the sole manufacturer of commercial Level D certified 747-8 simulators globally. Procuring through a third-party integrator poses unacceptable risks to the program's cost, schedule, and mission. By utilizing the only proven Original Equipment Manufacturer (OEM) of the 747-8i FFS, the Government mitigates the risk of significant schedule delays, increased lifecycle costs, and critical gaps in mission-essential training. In accordance with RFO 6.305, the Justification and Approval (J&A) document supporting this sole-source action will be published to SAM.gov within 14 days after contract award.
4. Demonstration of Capability
This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
