11--Request for Proposal - Spent Nuclear Fuel

The Department of Energy has issued solicitation DE-SOL-0000191 for the lease of casks and the subsequent loading of those casks with Department of Energy-owned spent nuclear fuel (SNF). This requirement supports the transport of SNF from Domestic Research Reactors and other storage facilities to the Idaho National Laboratory, with the majority of shipments destined for the Irradiated Fuel Storage Facility at the Idaho Nuclear Technology and Engineering Center. The initial inventory scheduled for transport includes approximately 400 SNF elements, primarily Training, Research, Isotopes General Atomic (TRIGA) fuels, sourced from at least four facilities including Oregon State University, Washington State University, the University of Wisconsin, and the University of Arizona.

To facilitate packaging and transportation, all radioactive materials packaging must adhere to U.S. Department of Transportation Hazardous Materials Regulations. Due to the characteristics of the SNF, the requirement mandates the use of Department of Transportation authorized Type B fissile packaging, as evidenced by a Nuclear Regulatory Commission Certificate of Compliance. Furthermore, the selected packaging must satisfy all established receipt facility requirements at the Irradiated Fuel Storage Facility.
