Amistad Reservoir Plugging of Penstock #4
The United States Section of the International Boundary and Water Commission (USIBWC) has issued this sources sought notice to identify qualified small business concerns for the permanent plugging of Penstock No. 4 at the Amistad Reservoir and Dam in Val Verde County, Texas. This market research supports the planning of a specialized construction project under NAICS code 237990, Other Heavy and Civil Engineering Construction, and PSC Z2KA, Repair or Alteration of Dams. The government intends to utilize a firm-fixed-price contract and sealed bidding procurement methods to address irrigation infrastructure that has been inactive for several decades. No set-aside has been established at this stage, as responses will determine whether the requirement will be set aside for small businesses or issued under full and open competition.
The scope of work involves high-risk activities including the unwatering and permanent plugging of the penstock, construction of concrete plug features, and the removal of related irrigation gate components. Specialized technical requirements include structural concrete repair, grouting, and heavy lifting operations involving hoisting, rigging, and crane support. Performance will occur in confined or restricted access areas with significant logistical constraints. Personnel must navigate a port of entry and adhere to specific site hours and load restrictions on Texas Spur 349. Contractors must also manage safety and security protocols consistent with federal dam infrastructure and Department of Homeland Security requirements.
Interested firms must submit capability statements by June 18, 2026, to the identified points of contact, Suzette Smith and Philip Johnson. Submissions must demonstrate experience in dam infrastructure, dewatering, and restricted access construction completed within the last seven years. Responses should also detail bonding capacity, equipment resources, and the firm’s intent to perform as a prime contractor or through a teaming arrangement. This notice, identified by solicitation number 191BWC26B0006, is for planning purposes only and does not constitute a formal solicitation.

SPECIFIC REQUIREMENTS
USIBWC requires construction services to permanently plug Penstock No. 4 at Amistad Reservoir and Dam. Penstock No. 4 was designed for irrigation use and has not been operated for irrigation purposes for several decades. The work is intended to eliminate the need for continued maintenance of the Penstock and Irrigation Gates by permanently plugging the penstock and removing related gate components.
The work is specialized and involves dam infrastructure, confined access areas, water control features, heavy lifting, unwatering, concrete placement, structural concrete repair, grouting, gate removal, and safety controls. The Government is seeking firms with demonstrated experience performing comparable work in similar high risk construction environments.
The anticipated work includes, but is not limited to, the following:
The worksite includes access limitations. The adjacent USIBWC facility generally operates from 7:00 a.m. to 3:30 p.m., Monday through Friday, excluding Federal holidays. Access to the site is made through Texas Spur 349. Workers must pass through the port of entry to access the worksite. The port of entry is generally open from 10:00 a.m. to 6:00 p.m. Department of Homeland Security hours may change without notice. Workers crossing through the port of entry must have proper documentation for reentry to the United States.
The work also includes physical site limitations, including load restrictions on Texas Spur 349 and embankment crest road limitations. Interested firms must be capable of planning and performing work under these access and site constraints.
