Pre SIR, Notice of Intent to Solicit Single Source

The Federal Aviation Administration (FAA) Franchise Acquisition Services intends to award a single-source contract to Systems Atlantic Inc. (SAI) for sustainment services for Information Display System 4 (IDS4) equipment. These systems consist of local area and wide-area networked computers utilized by air traffic controllers at towers, Terminal Radar Approach Control (TRACON) facilities, and other National Airspace System locations. The agency has determined that a single-source strategy is necessary to maintain safety in the National Airspace, as SAI is the original manufacturer and holds proprietary rights to the IDS4 software.

The anticipated period of performance begins in the third quarter of fiscal year 2017 and extends for five years, comprising a one-year base period and four one-year options through 2022. This requirement is classified under NAICS 541511 for Custom Computer Programming Services and PSC code Z. The acquisition is being conducted in accordance with Acquisition Management System (AMS) 3.2.2.4 for single-source brand name procurements.
