The Department of the Army, specifically the U.S. Army Corps of Engineers (USACE) New Orleans District, issued this combined synopsis/solicitation for Employee Assistance Program services under solicitation number W912P8QA011. The requirement involves providing confidential assessment, counseling, and referral services, as well as supervisory training and mental health education, for approximately 1,200 employees. This procurement was conducted as a 100% small business set-aside (SBA) under NAICS 624190, Other Individual and Family Services, and PSC G004, Social- Social Rehabilitation. Performance was scheduled to occur in New Orleans, Louisiana, with an estimated effective date of May 1, 2026, and a period of performance not to exceed five years.
The solicitation was processed as a firm-fixed-price commercial service procurement using simplified acquisition procedures. Evaluation was based on the lowest-priced offeror conforming to all solicitation requirements, with the mandate that offerors provide pricing for all items to be eligible for award. While the original response deadline was set for April 15, 2026, and the notice was supported by three attachments—including two solicitation amendments and the original synopsis—the requirement was officially cancelled on April 29, 2026. Evan Woitha served as the primary point of contact for this notice.
