Modified version of the Dixequip 463L Pallet Trailer, P/N 103600

The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract, on a sole source basis, with Dixequip, Inc., CAGE 4BRZ5, 2332 Pecan Orchard Rd, League City, TX, 77573-7034 using FAR Part 12 procedures. The procurement is for a modified version of the Dixequip 463L Pallet Trailer, P/N 103600. The modifications shall allow transport, loading and unloading of the F135 Power Module (PM), weighing 8700 pounds, on V-22 aircraft between expeditionary sites and US Navy Ships including Landing Helicopter Dock (LHD) ships. The contract will include: 3 Prototype units for First Article Testing along with drawings to support Government analysis. First Article Testing. Up to 45 Production Units. Technical Data Package. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. The Government does not possess the technical data to manufacture the required hardware or the technical data required to perform the non-recurring engineering to modify the Dixequip 463L Pallet Trailer, P/N 103600. Only Dixequip, Inc. is known to the Government to possess the required data. THIS IS NOT A REQUEST FOR PROPOSALS This notice of intent is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation that if received by 7:00AM EDT on 1 July 2019 shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
