The Executive Office for United States Attorneys (EOUSA) intends to award a sole source purchase order to Cap Index, Inc. for CRIMECAST Premium Reports. Using the proprietary CAP Index Scoring System, these reports provide address-specific crime risk data to measure the likelihood of crime and loss at United States Attorneys’ Offices (USAOs) locations. The agency is proceeding under the authority of FAR 6.302-1, identifying Cap Index, Inc. as the only responsible source capable of providing the required proprietary scoring and risk intelligence.
The scope of work includes risk intelligence information, color-coded maps depicting crime risks, and risk scores for major crimes against persons and property. These scores categorize risks ranging from low to severe and provide historical, current, and future data at local, state, regional, and national levels. The reporting methodology is tailored to criminal activities including street gangs, prison gangs, and organized crime drug enterprises within various radii of USAO locations, ranging from four blocks to six miles. The contractor will also provide access to a dedicated customer account and web interface for EOUSA and USAO personnel.
This special notice is for informational purposes, and the government does not intend to issue a competitive request for quotations. Performance is located in Washington, DC, with a response deadline of May 18, 2026. Any information submitted to the primary point of contact, Bryant Gilbertson, within five days of the notice publication will be considered by the government before a final determination is made.
