TITLE: NOTICE OF INTENT TO AWARD SOLE SOURCE CONTRACT SOL: 36C24225Q0046_1 DUE:10/21/2024 SET ASIDE: N/A NAICS: 325998 DESCRIPTION: The VISN 02, Network Contracting Office (NCO) 2, is issuing a notice of intent to pursue a non-competitive procurement with American Rock Salt LLC., for Treated Bulk Rock Salt for the NY VISN2 VA Medical Centers located in Buffalo, Batavia, Bath, Canandaigua, and Albany. American Rock Salt LLC., has been determined as the only one responsible source as determined in accordance with procedures prescribed in FAR 13.106 and the anticipated contract action is hereby publicized in accordance with FAR 5.101 and FAR 5.203. American Rock Salt is a small business manufacturer of bulk rock/road salt. Their proximity to our upstate locations and proven past performance of delivering road salt to these facilities indicate a capability to provide rapid response times that other suppliers cannot match; this supports our operational continuity during emergencies. Additionally, American Rock Salt complies with the nonmanufacturer rule requirements and adheres to the Buy American Act. The purpose of this notification is to communicate the Government s intent to solicit and award a non-competitive purchase of these items. This procurement is being conducted in accordance with FAR 13.106-1(b) (1)(ii), Soliciting from a Single Source. The NAICS code utilized for this procurement is 325998 Industrial Salt Manufacturing, with a Size Standard of 650 employees. This Notice of Intent is not a request for Proposals or Quotations. No solicitation document exists, and no telephone or email inquiries will be accepted. No contract award will be made based on proposals, or quotations received in response to this notice. Interested persons may identify their interest and capability to respond to the requirement and should furnish detailed data concerning their capabilities to provide services sought including pricing data and technical data sufficient to determine that a comparable source to the government is available. The government may consider all Expressions of Interest received prior to October 21, 2024. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
