Original Description

Army Contracting Command Detroit Arsenal (ACC-DTA) intends to solicit and award a sole source Request for Proposal (RFP) to Schutt Industries for the production of the M870A4 Semitrailer Lowbed, Construction Equipment Transporter (SLCET), 40 Ton (from here on forward referred to as M870A4 Semitrailer) that has passed Government performance tests in accordance with (IAW) the Automotive Tank Purchase Description (ATPD) 2395. The RFP will also procure Proposed Spare Parts List (PSPL) packages and the Technical Data Package (TDP) for the M870A4 Semitrailer. The RFP (W56HZV-21-R-0149) will be sole source IAW the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This proposed solicitation and resulting contract is for the production of the M870A4 Semitrailer in support of the Family of Heavy Tactical Vehicles (FHTV). The M870A4 Semitrailer will transport a variety of Engineering Construction Equipment (ECE), tracked and wheeled vehicles, and for tactical use on primary roads, secondary roads, improved trails, and trails. The M870A4 Semitrailer will be capable of being transportable by highway, rail, marine and air modes. The Government plans to procure the M870A4 Semitrailer IAW FAR Part 12, Acquisition of Commercial Items. The Government intends to award a single, Fixed Price (FP) with Economic Price Adjustment (EPA), Indefinite Delivery Indefinite Quantity (IDIQ) production contract with a one-year ordering period, and two single year optional ordering periods for a total of three ordering years. The contract will procure an estimated 360 each M870A4 Semitrailers, 360 PSPL packages and the TDP for the M870A4 Semitrailer over the three year ordering period. However, these are estimates only IAW FAR 16.504(b). When the precise quantities of supplies or services cannot be predetermined for a recurring need, the Government will not commit itself to more than a minimum quantity. Contract deliveries will be FOB origin and delivery schedules will be determined at the delivery order level. The Government is planning to procure the initial delivery order for the minimum quantity of 10 each M870A4 Semitrailers and 10 each PSPL packages which are required 390 days after contract award. The offeror shall be capable of producing 11 M870A4 Semitrailers per month after approval of First Production Vehicle Inspection (FPVI).
