The Department of Veterans Affairs, Caribbean Healthcare Systems (hereinafter referred to as Caribbean VAHCS) located at 10 Casia Street, San Juan, PR 00921 had an unusual and compelling need for the provision of on-site Cardiology Physician and Perfusion /Autotransfusion services; to be performed at the Caribbean VAHCS. As such, at the request of the Caribbean VAHCS the Network Contracting Office 8 (NCO 8) processed an emergency procurement to secure the health care resource (s) in accordance with VA Directive 1663, 38 USC 8153 and FAR Part 12 Acquisition of Commercial Items in conjunction with FAR Part 15 Contracting by Negotiations. Reflected below are the circumstances justifying the use of other than full and open competition procedures for this urgent and compelling procurement: On June 06, 2019 the Caribbean VAHCS entered into a sole source contract with Bayamon Cardiologist Surgical Services, Inc., Bayamon, PR using other than full and open competition procedures due to urgent and compelling circumstances. On April 11, 2019, the Caribbean VAHCS was notified that the required life sustaining services could no longer be acquired through on-station fee appointments and Community Care effective June 05, 2019. Medical professionals at the Caribbean VAHCS along with other acquisition team members determined the need for the required services as urgent and compelling to ensure the critical, life sustaining health care services were not discontinued or interrupted to a VA population with medical condition (s) that are susceptible to deteriorating rapidly. Bayamon Cardiologist Surgical Services, Inc. has the necessary resources to provide the required services without impeding patient care and jeopardizing the life and welfare of patients. Awarding to another source was not justifiable and could have resulted in the interruption or delay of the required health care services to patients in critical need of the services.
