AWARD NOTICE Solicitation #: 36C24C19Q0053 Title: PHYSICAL THERAPY MSPV Product Category This procurement was set-aside according to the order of priority for contracting preferences as established in 38 U.S.C. 8127 tiered evaluations using the following tiers (Reference PPM 2018-04): Service-Disabled Veteran-Owned Small Business (SD/VOSB) concerns, Veteran-Owned Small Business (VOSB) concerns, Small Business concerns with Historically Under-utilized Business (HUB) Zone small business concerns and 8(a) participants having priority; and Large business concerns The evaluation factors listed in FAR Clause 52.212-2 Evaluations stated: The Government intends to award a BPA resulting from this solicitation to the responsible quoters whose offer conforming to the solicitation that provides the best benefit to the Government. Using the tiered approach and in accordance with Attachment A PPM 2018-04, the Government used the following procedure: If no quotes were submitted by Service-Disabled Veteran Owned Small Business (SDVOSB) concerns, or if quotes did not result in award at a fair and reasonable price then the SDVOSB set-aside would be withdrawn and the agency would review quotes from the next tier. If no quotes were submitted by Veteran-Owned Small Business (VOSB) concerns, or if quotes did not result in award at a fair and reasonable price, then the VOSB set-aside would be withdrawn and the agency would review quotes from the next tier. Within the small business tier, the Government gave preference to HUBZone small business concerns and 8(a) participants.
