IBML Scanner Hardware and Software Maintenance and Support

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Acquisition and Property Management Division intends to award a sole-source contract to Imaging Business Machines, LLC (IBML) for hardware and software maintenance and support. This requirement covers five IBML scanners currently installed on the agency’s network located in West Virginia. The proposed performance period runs from September 30, 2026, through September 29, 2031, provided all options are exercised.

As the manufacturer, IBML is the sole source provider for all maintenance, training, modifications, and customizations of its proprietary software. The agency has determined that no other supplies or services will satisfy its requirements because the source coding remains proprietary, and IBML does not authorize third-party vendors to resell or provide software or hardware maintenance. This special notice, identified by solicitation number DJA-26-AOST-PR-0113, is not a request for proposals.

The acquisition is classified under NAICS 334118, Computer Terminal and Other Computer Peripheral Equipment Manufacturing, and PSC 7E20, IT and Telecom - End User: Help Desk; Tier 1-2, Workspace, Print, Output, Productivity Tools (HW/Perp SW). There is no set-aside assigned to this action. One attachment, a redacted Justification and Approval for Other than Full and Open Competition, was published on June 12, 2026.
