FY 2027 Treatment Services Eastern District of Texas

The Administrative Office of the U.S. Courts, on behalf of the United States Probation and Pretrial Services Office for the Eastern District of Texas, intends to procure treatment services for federal defendants and persons under supervision. This requirement is identified under NAICS 623220, Residential Mental Health and Substance Abuse Facilities, and PSC G099, SOCIAL- OTHER. There is no set-aside (NONE) assigned to this solicitation. Services will be performed in Tyler, Texas, and throughout the Eastern District.

The agency plans to establish Blanket Purchase Agreements for short-term residential substance abuse treatment. These services must accommodate both male and female clients and include support for individuals participating in medically managed treatment. The performance period is scheduled to begin October 1, 2026, and conclude September 30, 2027, with provisions for the government to unilaterally extend the agreements for four additional twelve-month intervals.

Request for Proposals for solicitation number 0540-2027-0039 are scheduled for release on or after June 24, 2026. Offerors must demonstrate the ability to provide services within the catchment area at an available facility, utilize staff meeting specific experience criteria, and provide pricing as low or lower than those charged to their most favored customers.
