The Centers for Disease Control and Prevention (CDC), National Center for Health Statistics, intends to issue fifty-seven separate sole-source firm-fixed-price awards to the fifty states, the District of Columbia, New York City, American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, and the Virgin Islands. This initiative supports the National Death Index (NDI) by collecting data to maintain and operate the national database while ensuring qualitative reliability and timely availability of information for the upcoming performance period. The NDI is a legislatively mandated system used to procure national vital statistics derived from records of births, fetal deaths, marriages, and divorces.
Because each state and territory holds the exclusive legal authority to collect and record vital events occurring within its borders, the government intends to negotiate with these specific entities under the authority of FAR 6.103-1. The procurement is classified under NAICS 921190, Other General Government Support, and PSC R702, SUPPORT- MANAGEMENT: DATA COLLECTION. There is no set-aside designated for this action, and the primary place of performance is Atlanta, Georgia.
Interested parties may submit their capability statements or proposals for consideration by May 15, 2026. While this special notice, identified by number 2026 NDI Data, is not a request for competitive quotations, the government will evaluate all responses received within fifteen days of issuance to determine if a competitive procurement is warranted. One attachment, a PDF titled "SSJ for 2026 NDI.pdf," was published with the notice on April 30, 2026. Communications regarding this requirement are directed to the contract specialist, Sheena Delaine.
