Authority: 10 U.S.C. 2304(C)(1), Justification: Supplies required are available from only one or a limited number of responsible sources and no other type of supplies will satisfy agency requirements.
All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The Government does not own the data or the rights to the data needed to purchase this part from additional sources. It has been determined to be uneconomical to buy the data or rights to the data. It is uneconomical to reverse engineer the part. Specifications, plans, or drawings relating to the procurement described are incomplete or not available and cannot be furnished by the Government.
It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the following firms via their government POC as listed in SAM.gov:
Lockheed CAGE 81755; RTX CAGE 55820; Hamilton Sundstrand CAGE 99167; AAR Supply Chain CAGE 1Y249
Based upon market research, the Government is not planning on using policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested parties may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. One or more of the items under this acquisition is subject to Free Trade Agreements.
The Defense Logistics Agency, DLA Aviation at Ogden, UT, issued this combined request for information and synopsis under solicitation number SPRHA126Q0999. The agency is conducting market research to identify sources capable of providing an estimated quantity of 11 fuel starters, identified by NSN 2910-01-135-5681 and part numbers 160034-400 or 5901030C. This requirement is classified under NAICS 336310, Motor Vehicle Gasoline Engine and Engine Parts Manufacturing, and PSC 2910, ENGINE FUEL SYSTEM COMPONENTS, NONAIRCRAFT. No set-aside is expected for this acquisition.
The government requires these supplies from a limited number of responsible sources because it does not own the technical data or rights needed to purchase the parts from additional sources. Procurement via reverse engineering or the purchase of data rights has been determined uneconomical. Potential sources identified for subcontracting or prime opportunities include Lockheed, RTX, Hamilton Sundstrand, and AAR Supply Chain. Although the government does not currently plan to use commercial item acquisition policies, interested parties may submit capability statements regarding commercial alternatives or general qualifications.
Responses to this notice are due by November 26, 2025. The estimated delivery schedule for the fuel starters is on or before June 14, 2027, for delivery to destination DMO001 and Supplemental DA1SAH. This announcement is used for market research and to enhance competition by identifying contracting and subcontracting opportunities, but it does not constitute a formal Request for Proposal or a commitment by the government to award a contract.
