Project TN ERFO FS CHRKE804 2020-2(1) - Cherokee National Forest
The Federal Highway Administration (FHWA), Eastern Federal Lands Highway Division (EFLHD), is seeking sealed bids for storm and flood damage repairs within the Cherokee National Forest in Tennessee. This project, restricted to certified HUBZone Small Business Concerns, covers infrastructure restoration across Greene, Sullivan, and Washington Counties. Work is concentrated on Paint Mountain Road, Briar Creek Road, and Flatwoods Road, involving civil engineering and roadway construction. The contract includes a base schedule and two options, with an estimated price range of $2,000,000 to $5,000,000 and a 239-day performance period. Bids are due by June 23, 2026, following an extension. Requirements include electronic bid submission and active SAM registration. Technical documentation includes engineering plans, geotechnical reports, and environmental mandates, such as Mechanically Stabilized Earth (MSE) wall construction and drainage culvert replacement, alongside NEPA-required mitigation measures. The project involves civil and highway engineering tasks such as roadway resurfacing, grading, and drainage construction. A major technical component is the installation of Mechanically Stabilized Earth (MSE) walls at five slide locations. Work must follow the FP-24 Standard Specifications and adhere to environmental mitigation measures required for National Forest land. Execution is driven by environmental and geotechnical constraints within the Appalachian Ridge and Valley region, which features steep slopes, shallow bedrock, and boulder fields.
